Hi Otuoma,
this problem has been reported here:
https://jira.duraspace.org/browse/DS-1609

workaround was to use Java 7, however, the log of the problem shows that it
was eventually fixed for Java 6 as well in DSpace 3.2.

I had already done a rebuild and I also do not have the lib folder under
/oai/WEB-INF/
There is MANIFEST.INF file and maven folder which in turn contains
org.dspace.modules file.
Could it be that my oai servlet is incomplete?
Thanks for the help

Sorry wasn't observant enough, I saw it and it contains:

It looks as your local http handle server is working
http://openaccess.iyte.edu.tr:8000/
but trying to resolve an handle you get the error message...
maybe that the handle server use the wrong configuration to talk with
your database?
have you changed the database settings after have (re)started
How can i configure database to talk with handle server? our dspace version
3.1
Yes i configured with righ prefix config.dct and dspace.cfg .
-- config.dct

{
hdl_http_config = {
bind_address = 193.140.248.74
num_threads
Actually it works - as far as METS is concerned - it should be lower
case - mets.xml.
Does anybody know - will DSpace accept deep (several levels deep)
nested div tags in structMap?

Out-of-box the handle server use the database configuration as in the
dspace.cfg file so if you haven't done customization it should be ok.
Can you check these log files?
dspace-dir/log/handle-plugin.log*
dspace-dir/handle-server/access*
dspace-dir/handle-server/error*
