You don't have any restrictions on the autentication-ip.cfg bitstream.
You can see that when you edit the item and click on Authorizations or
you can look here:

testing it without much in the line of results though.
What I did was:
1) Create a group, Restricted_Access
2) Edited dspace.cfg with authenticate.ip.Restricted_Access = 142.66, /
142.110.191,
