I observe what you just described quite often.
You are likely to have listened the JA call through DPLUS linking. If
the JA station was not routing to your repeater directly, your One-Touch
did not work because your repeater/gateway did not have his(her)
originating gateway information.

One touch doesn't always work the first time every time. It is good for the JA
station to call, and then wait 30 to 45 seconds and call again. Often the
RX>CS is blank. If the JA station has changed repeaters in the last hour, his
call sign may not have been updated to G2 also.

If a JA is on a DV Dongle, you should be able to talk with him
two-way without problem because he is on your DPLUS link. If you
can hear him, he can hear you too. As far as DV Dongle is
concerned, there is no difference between JAs and others.
