I have noticed with DVTOOL ver 1.10beta4 that if I select to use one of the
utilities I must completely exit the program and restart it in order to
connect to a gateway. Is this a bug?

was registered on the Gateway, I was not. The person who helped me get
registered made a typo in my calls

You will need some kind of a program for it to work with the dongle.
I don't know where you are, but luckily, we had a Repeater go online 3 days
ago.
So, no dongle for me. I'll use my 91 and maybe later get a 2820.

I have noticed over the past day that the www.d-starusers.org is not
listing the DV Dongle users or reflectors when connected. I am
wondering if it is a problem at my end or are other d-star users
noticing the same issue. All station calls are listed if going into
the gateway by
Brand new.
I won it a few weeks ago at the Atlanta Hamfest.
Registered and set it up last week. Works fine. Box includes dongle, usb
cable and the instructions.
Anyone that knows me, can confirm that I am an HF, qrp, psk type ham.

Which TCP/UDP ports are required to use the DV Dongle? I know it's
generally ports 2 - 20005, but wasn't sure if TCP, UDP, or both are
required.
