We've list modes that are prohibited in France too (one of this designator is
prohibited):
Phase modulation:
* BPSK31 to BPSK250 (PSK) = G1B / G1D / F1B / F1D / J3B / J3D
* QPSK31 to QPSK250 (QPSK) = G1B / G1D / F1B / F1D / J3B / J3D
* FSK31 = G1B / G1D / F1B / F1D / J3B / J3D

Though I don't know which digital mode operation has been permitted in France,
the communication by digital like PSK-31 is not permitted in France?

Any citizen of Europe can signe this petition. This is article 149. It as been
organized by a French society but anyone can participate. This is the fundement
of Europe ;-)
So yes, German, Italian, Spanish, UK ... EVERYBODY in Europe, even if you're
not hamradio.
For equipment to decode D-STAR
As you're not European citisen, you can't signe the petition ... But other
countries could alert IARU about this situation, and make preasure on French
Governement ;-)
So, can we in the UK, Germany, Italy etc do anything, not sure our
signatures would count?
