Just an educated guess (I work in the IT field), but the "up and down"
nature of the log website looks like it's probably running into a capacity
issue. When too many users try to connect, it refuses connections, but after
a while, enough users are off the server that it will start running again.
It seems like DL5NAM, who runs http://logsearch.de, where the logs are
actually hosted, has been updating the frontpage pretty frequently. I'd
suggest checking there for updates.

actual logs are hosted, you'll see an update giving the date and time of the
last QSO received. Apparently, they are sending logs periodically via
satellite phone, based on a previous note up there.
