Have you installed ekiga or ekiga-snapsho
Regarding to the codecs, I've also noticed that in the latest ubuntu
snapshot, this codecs are not included. I guess is a compilation error or
so. Just try different snapshots or compile it yourself.
I compiled the svn trunk code yesterday following specific instructions for
ubuntu and these codecs
