I had exactly the same problem. The culprit is probably the small choke
RFC15 under U4. When you bend the leads to take up that odd form between the
pins, it's very easy to break the internal connection, and the effect is

Having just completed the KIO2 module, I discovered that the onboard
oscillator doesn't. I've isolated it, had it apart twice, checked all
components and pcb lands, replaced the FET even though my analyser said it was
