IMO, starting from scratch (i.e., an empty .emacs) and installing Org
via M-x list-packages is a sure way to have a working setup

Yes I just figured out I need the . before the ?. It works now. I also
made changes in both ox-odt.el and ox-jabref.el, everywhere that I found
the \cite regex.
