Ed,
The requirement of 6.3.3 (ref 950/A4) is meant to prevent mains voltages on
a telecom line in case there is a single fault in class I equipment between
basic insulation and PE - and this PE terminal is not connected properly or
plugged into a socket outlet without PE).

We have a potential requirement to front end one of our servers with a
transfer switch. The model we are looking at is a 19 rackmount version. Our
intent is to install it in our cabinet adjacent to our server in a computer
room. What are the FCC and EMC requirements for this configuration?
I don't know what an APS camera is but if the issue is unintentional
emissions from an 8 MHz clock then that would have to be ok because the user
would be subjected to higher field intensities than that just walking
around.

Hi everyone and thanks for all of the info thus far.
Here is some more info on the filter: The input to the filter derives it's power from batteries at a C.O. The output is meant to power telecom equipment. The input and output are considered TNV-2. Now even though the filter inputis considered

John is correct, the official UK voltage is 230/400VAC. Just what comes
out the wall socket is not necessarily the same. Those strange tolerance
limits of of 230 +6%/-10% were carefully chosen so the European
suppliers could meet the harmonized level without having to make many
chances.

The star distribution with the center point neutral runs from the
distribution grid substation to the facility. So the utility company
provides the consumer with the four wires, which they then distribute
as required.
In a residential area, the three phases are split every third house,
Just to clarify the position in the UK, although it was stated below
that the nominal voltage is 415V, I am almost certain that the DECLARED
VOLTAGE is 400V. I base this on the fact that domestic consumers
were advised that the declared voltage changed from 240V to 230V,
and 230 X 1.732 = 400V,

Hello Jim,
Since 01/01/2002 it is possible to receive copies of old OJ in TIFF format
at no cost - I think back to 1989 and from 1998 also in PDF format.
Try it! http://europa.eu.int/eur-lex/en/search/search_lif.html

Hello Kim,
The Marine Directive is a Old approach Directive, which means it contains
the necessary requirements for compliance = No harmonized standards
required!
If you need the Directive text I can mail it to you.

I believe the answer is that the Marine Equipment Directive (96/98/EC) is
not a New Approach directive. Rather than the mechanism you're used to, the
directive and its amendment(s) contain direct references to standards.
Have a look at http://europa.eu.int/eur-lex/en/lif/dat/1998/en_398L0085.html
There are no ETSI standards dealing with surge on antenna port.
