While certainly not a "failsafe" method to determine the scope for all
standards, the UL web site lists the scope clauses for all of its stds. Stds
that are dupes of IEC stds will probably(?) not differ.
I have also slipped in the lazy habit of calling my local agency engineer for

I've been trying to be ascertain the scope of certain
standards to establish applicability to a product.
IEC/CENELEC standards' abstracts are (generally) relatively
easy to get at the IEC web store; ISO is spotty, but
standards' scopes are often available and there's at least a

Most standards, including IEC 60664-3, only recognize conformal coating for
pollution control. Pollution Degree 1, by itself often buys you a smaller
spacing.
In to use a coating as insulation control and still smaller spacings, you
need to use a qualified encapsulant.

John, one of the issues is when does something stop being a component/module
that is not required to be tested and becomes a product that must be tested?
The module/device does not have a complete enclosure, nor did it include
power supplies, but it did include an antenna. The device with the ante

For UL, the conformal coat is considered an Insulation System, and shall be a
r/c. There are both mechanical and electrical Type Tests for this application
as insulation. Also, the application process must be controlled, documented,
and audited.
If you can convince the examining engineer that the
