Doug, Have you checked out IEC 60601-2-38, Particular Requirements for the Safety of Electrically Operated Hospital Beds. This standard may clarify how you measure earth leakage current and patient leakage current for a hospital bed. (I don't have a copy of this standard, so I'm guessing). IEC

Doug, 60601-1 is not the easiest standard to interpret, but I think that in this instance you are interpreting it incorrectly. Patient leakage current is that current which flows between an Applied Part and Earth via the patient. The accessible parts of the frame are not considered as Applied Part
