The temperature rating of the caps may be for different reasons.
Firstly electrolytic caps can leak the electrolyte if operated at too high
temperatures.
Secondly the MTBF of an electrolytic capacitor is related to the operating
temperature.

There are two I know of, ENV 50166, which has been around since 1995 and I dont
think has become an EN yet. The other and probably more useful one is the ICNIRP
Guidelines:1998 which covers the range 0 up to 300 GHz.

In relation to a capacitor venting, while in one case the electrolyte may fall
in a safe area of the product, and therefore meet the compliance criteria, it is
difficult to accept that it will always land in a safe area. There is the
possibility that next time it may bridge safety
