Rich, In days of yore, the FCC had vans equipped with radio receivers and rotatable direction finding antennas mounted on the roof. They would prowl around and find us crazy CB'ers that had kW-sized linear power amps connected to our 1/4 wave antennas. It was quite a fun time. I have no doubt

Either a passive (re)radiator as you said, or perhaps something in the house was leaking a weak signal that was coupling into the antenna and being transmitted very efficiently towards Portland (I assume the TV antenna was a Yagi). I bet the FAA was excited to find something aside from leaky CA
