rotatable direction finding antennas mounted on the roof. They would
prowl around and find us crazy CB'ers that had kW-sized linear power

The most likely source of such interference
Either a passive (re)radiator as you said, or perhaps something in the house
was leaking a weak signal that was coupling into the antenna and being
transmitted very efficiently towards Portland (I assume the TV antenna was a
Yagi).
I bet the FAA was excited to find something aside from leaky CA
