The telecom system manufacturer's responsibility ends at the system level.
However, if manufacturer can see that the interconnection may yield higher
laser class, I recommend that he puts a warning statement in the
installation instructions
The scenario you describe is specifically addressed by the
standard, IEC60825-1.
