Almost certainly the answer will be found in BS1363 Part 1, Specification for rewirable and non-rewirable 13A fused plugs. (I assume you are referring to UK plugs, as I don't know of any other plug with a fuse). My copy of BS1363 is rather old, but there is a table which shows a 3A (5A) fuse use
