PWM timers in Micro controller trigger interrupt and write value from shadow
registers periodically. With this method there may be jitter from higher
priority interrupts, maybe a similar technique could be used?

The readout of the input states is performed after each input change,
not more frequently than every 20ms.

None at all. You could even hook a Pico PPMC to the parport and run it
