ettext should have been installed by typing ./setup-gettext
--install. Somewhere after AM_GNU_GETTEXT in configure.in, place
the line:
AM_GNU_GETTEXT_VERSION(0.10.40)
(The version number can really be anything, in my experience. It just
wants the macro to exist)
