Oh, I took a look in the code:
Locations are hardcoded in a file {$LIBDIR}/e_modules/weather/dir.xml
AND the locations in US are still missing!

Ok, I found the problem.
When I start urxvt from another terminal (xterm) all goes fine.
When I start urxvt from iBar (with the same options) the CPU monitor blows away..
