You can decompile any of the themes from Get-E and access all the .edc
and image files yourself. Use edje_decc themefile.edj.

Have you tried Display Icon Name? I got the same results as you with
Display Name and Display Title, but Display Icon Name gets useful
results for both Firefox and Eterm.

If you use e17setroot to create the edj file in e17 and have that set as your background, you should be able to use Esetroot in your .xinitrc to put the jpg up as well. I'm running on the assumption that you want to enable fake transparency effects here.

All themes but the default theme were broken after the latest e17
updates. Milky and BlueEyed have both been updated to fix this -- check
www.get-e.org for new files. As for the other themes, you will have to
wait for the maintainers to update them.
