I have the same problem. Whether I leave system default or select
English/UK/UTF-8, I end up with a US layout. :-(

Some time ago I asked how to change keyboard layout. I followed advice
(even added the layout gadget to a shelf) I see Polish flag, but no polish
characters.

works fine.
Any idea?
I'm using alpha from efl ppa on Ubuntu.
