Excuse-me, what I meant was using th pinboard, not the pannel. So, the
good command that don't works is rox -p="1", not rox -t|-r|-l|-b ="1".
The pinnboard works correctly in root mode, not in user mode (with a
console or the run command of e17.

I did some testing. rox pinboard seems to only work on the active desktop.
And, it obliterates the current background setting. and shelves.It does

OK, Rox pinboard works with e17 since I modify options. I hope use it at
startup on all desktops, but I don't know how do it. And when it's
loaded, the right click don't open the menu on the pinboard. Have you
the same problem with e16 ?
