I agree, the current scheme is a time waster for *all* users. There
should be to a preference like there is for where to save files.
And the fact that it was closed as "won't fix" 13 (!) years ago
suggests a disregard for ease of use issues.

When I bookmark a page, it saves the bookmark in "Other Bookmarks"
rather than "Bookmarks Menu" which means every bookmark requires three
clicks to get to: Bookmarks, Other Bookmarks, then the bookmark itself.
It's unintuitive, makes it hard for newbies to find their bookmarks, and
doesn't app
