They're not (unless you specifically exclude deleted items when writing a circ
report, of course). The only use case I can imagine is staff that want to see
the total number of circs on an item in Item Status *and* use that for
collection development *and* not use the reporter.

When a new copy is created to replace a deleted copy, the prior
circulation stats stay on the deleted copy. Depending on how statistical
reports are formed, those stats on the deleted copy may be lost. They
certainly do not show up as stats for the new copy.
I think the bug is asking
Wait. I didn't think circ stats were lost when an item is deleted. The
checkout has been recorded and won't be erased just because the item no
longer exists. Like when I retire, the work I have done over twenty years
doesn't disappear.
What am I missing?
