I've been encountering the same things with the filters in Circulation
Policies on 3.11!
We did find that if we click "Next" a few times and then apply the filters,
they work (especially relating to your #5), for whatever reason, but it's
quite annoying.

Hello everyone,
Is anyone else on 3.11 running into issues with the circulation policies
interface? (could also possibly be an issue on 3.10 and/or 3.12)
I haven't been able to figure out if I'm running into a bug or if this
something unique to us. The concerto dataset only has 1

account (even when the overall balance isn't negative).
The current code shouldn't even be showing the payment option if there are
any negative bills, but somehow some patrons are still getting the option.

Since moving to Stripe Payment Intents with our upgrade in early January,
we've seen issues with duplicate charges to the patron for the same billing
in Evergreen.
