I am not sure this is worth a bug report. Checking if it is happening
to others or for a configuration fix.
I have three mail ISP accounts. When Evolution first opens after
booting, the little "Send & Recieve Mail" dialogue window opens properly
sized to show the three accounts plus SMTP an

and restart evolution, and configure it for an Exchange account, filter
new messages, filter inbox only, etc, on the initial startup junk
filtering and any filters that I add get applied to incoming exchange
