If you set up a public folder to allow anonymous access and set the default
permission to Author it should work.

I don't think this works with Exchange 5.5. In Exchange 5.5 you can only
open your own calendar and task items. Not anyone else's or the ones on
Public Folders. In exchange 2000 you can open anyone's caledars, tasks,
etc. as long as you have permissions.
