Does contentfilterphrase check the message header as well or only the content?
If it does the header than I can add the phrase *.pw or .pw
or is there an equivalent such as headerfilterphrase ?

I think i found a work around using the transport rules
if address contains .pw reject-
if that works maybe i can create rules based on country IP ranges
