We had users compaining about this same thing and it turned out the be the
mode that Norton Anti-Virus for Exchange was running on the servers. I
changed it from VAPI to MAPI mode and the problem went away immediately.

If Server A is the 'first server' in the site, I think there are some very
specific steps you have to make to change that over to Server B before you
can remove Server A from the site.

I have had more experience that I wanted restoring Exchange 5.5, sp4, using
BE 8.6. I did not have circular logging enabled either.
Make sure you are doing a full backup of the volumes, along with a full
backup nightly of the IS and Directory databases.
If so, you will be able to restore
