I typically migrate mailboxes and their data. How do you migrate users?

There is nothing in the event logs or IIS logs at all. Everything else is working

You mentioned the IIS lockdown tool and you mention that nothing has
changed. When was the lockdown tool applied? Did you happen to lockdown
your ASP scripting capabilities as well. The lockdown
notorious for
breaking OWA installs...
