Outlook Web Access attachments

Exchange 2003 SP2 Outlook Web Access. I have an e-mail with two .XLS attachments where one opens directly and one has to be saved to disk first. .XLS is not in the Level1FileTypes or Level2FileTypes registry key on the OWA server. Why the difference in behavior? It seems like it could be beca
