Depends on how you provision new mailboxes. If you create new mailboxes via
powershell script using the New-Mailbox cmdlet, then once the mailbox is
created you can use the Set-CASMailbox cmdlet to disable IMAP on the newly
created mailbox.

No. But you can write (fairly simply) a cmdlet extension agent that will set
the value automagically for you.
