OK weird, it tells me the server cannot be found. I am on the mailbox server
itself and using hostname or FQDN give me the same result. Trying the same

Get-mailbox -server | add-adpermission -user -accessrights
GenericRead, GenericWrite
Almost the same issue we were having with 2010.
Our archiving solution needed to be able to access all mailboxes.
We solved it with the following command:
Add-ADPermission -Identity -User -ExtendedRights
Receive-As
