Last time I had very similar case. Message arrived but somehow disappeared.
I found that guy granted access to his mailbox for his secretary and she created client rule for moving messages into her local pst file.
I had also another case that user

I'll bet you a virtual 6-pack the receiver has some rule moving that message
to another folder. Typically it is moving to the "deleted items" folder and
when the (receiver) user shuts down outlook it will empty that folder.
