That strikes me like saying that it is OK if a car manufacturer
decided not to include any forward gears because with a lot of
practice and patience, people can learn how to drive backwards
really well.

first cars w.o brakes.
While there are many reasons not to like Sibelius (just as for
midi-users there are many reasons not to like Finale) I don't think the
lack of scroll mode is one of them.
Your remark maks me think that you never wrote music on paper and had to
turn to a new page as you entered more notes.
