I've been using note-attached Expression Metatools for years but I'd
like to know if it's possible to assign a text expression to notes in
several different instruments at once (e.g., all the orchestral
woodwinds in a given measure).

Smart Find and Paint (Selection tool/Command F for selecting the area
with the markings you want to apply elsewhere - Shift Command F for
painting the markings) might be helpful in some cases.
