Regarding the scroll view scrolling, you might possibly consider switching to
iKey as your marco/keyboard shortcut creator. I have shortcuts programmed to
click the "measure forward" and "measure back" buttons in Fin2014, as well as
the "screen forward" and "screen back" buttons, and
Quitting Finale and re-opening it cures the problem - but only temporarily.
So - what could cause this to happen after Finale is open a while? Memory

And - I just closed the other open apps, and the problem persists.
Of course, other apps are open in the background - Mail and Safari, for
instance, and QuicKeys, but nothing active in the finder.

You probably need to turn on Midi Thru. This is a known bug. You can turn

Did you try clicking in the whitespace of the menu bar? Clicking on an actual
menu item doesn't solve the issue, the click needs to be in the whitespace.

This sounds like a program bug to me. If you can reproduce the problem
reliably I would send a report to Support.
