When I asked about this some time ago,
someone remarked well it is the key of C.
revealing their lack of knowledge.
In a complex orchestral piece, the composer sometimes does not want a key
signature,
since there would be a plethora of accidentals no matter what key you are in.
One example is
When defining the transposition of the instruments, choose other then set
the transposition from the chromatic drop down menus.

Just select chromatic transposition in the stave setup.
