measure numbers, including first number in region, show on screen, although
they do not print.

select all (or specific) measure numbers and ctl-click (mac) for
contextual menu: reset to default or something like that.

Yes, this annoying thing is part of 2007 (maybe 2006 too, I'm not
sure). The only way to eliminate those ghosts is to delete the
entire measure number region and the redefine it.

But when I open them in 2007c, the measure numbers have returned,
although they do not print.
ah, i haven't had any problems restoring defaults in 2007, but
haven't tried in 07c.

Hi Chuck,
The problem does not occur with Finale 2006c, or 2005 for that
matter. And, as I said, it did not happen with 2007a or 2007b.
Deleting the measure number region and creating one from scratch left me
with the same problem.
I wish now I had stayed with 2007b!
