Highlight the multi-measure rest, right click, select "Multimeasure Rests / edit" and adjust the start point (make it larger, to about .3 or .4). Same thing can be found under the "Edit" menu. I often have to shorten the end point to allow for clef changes after the rest. Seems like Finale could

Have you tried adjusting the start point in Document Options > Multimeasure Rests? I think the default is 1.25 spaces. Try changing it to 2 spaces and see if that's more to your liking. Doing this will adjust all the multimeasure rests in the document. If you just want to change one, highlight the
