[Fink-devel] passwd-core update for 10.7/10.8

This update addresses a couple of issues: 1) Rather than blindly overwriting existing users, UIDs, and GIDs, the 'update-passwd' script checks whether they exist. If the username is present, I have assumed that Fink should normally be able to use that user, since we don't ever use the numeric UID
