Someone changed the conditional used to apply the patch that fixes the
apbstools issues with tcl tk 8.6. The stray period has been removed and
apbstools works fine now on 10.10.

OK, It seems like this is a bug from apbs... And I found a patch from here.
Now I can open the APBS plugin, but still need to test it to see if it's
fully functional.
