Attached is a copy of the info file for tylers-file-cmds. The package
contains a modified version of cp which notably includes a progress
meter and bandwidth calculation. I am the developer of that package
and I look forward to maintaining it on fink as well. I hope that the
info file is up

Can you clarify this a little more? I don't quite see where the
breakage will occur if I use Provides: fftw-shlibs in the main fftw
package which contains the headers. For example, I did...
fink install gromacs (picking fftw)
fink install gromacs-mpi (which installed fftw-mpi)
