Oh it's definitely a Postal Issue... I worked for a magazine for almost 10
years and had the same issues. The PO really doesn't give a sh*t about

I would imagine the plastic is for inclement weather. Our paper does not
come in plastic in the summer. It is nice to receive a dry paper but if it
is not needed, save it, less to recycle.
