[Flexradio] PowerSDR V2.5.3 and AM - carrier level still not right???

I have a Flex 3000 and run it with PowerSDR V2.5.3. While using 6m AM I noticed that with just carrier the output on the screen said 50 watts. I then used a Bird watt meter and a dummy load and again got 50 watts. I expected it to be 25 watts because in setup it shows 25% carrier. Is this
