In my case when I'm playing radio, PowerSDR is never out of focus so
ShuttlePro always works like it should.

It doesn't work at all on PowerSDR if it is not in focus.
The countour will then address the window that is in focus.
This is why 'The Knob' uses a serial port and that is so that it is full
time associated with PowerSDR.
