You've found the right bug. I've added a comment when I've fixed the bug
in CVS HEAD:
http://nagoya.apache.org/bugzilla/show_bug.cgi?id=20480
Unfortunately, using a dev snapshot won't help you since FOP 0.20.5 is
based on our old maintenance branch which has been frozen and CVS HEAD
is not ready f

OK, just don't forget: you have to download the sources and recompile FOP to
get it to support encryption.

I am running FOP version 0.20.5 using command line to
generate PDF. When I use the -nocopy option I get a
warning saying PDF encryption not available. I believe
that PDF encryption is supported for version starting
from 0.20.5. Please let me know if I am missing
anything.

Did you tell Eclipse to use the upgraded JDK?
Did you add the bouncy castle provider

BouncyCastle is one of the providers that supports RC4, and is

If anybody has experience with installing other crypto providers,

Thanks for that - it looks like the PDF decryption can only be done if you

I've added a comment to the bugzilla entry that says what's wrong and
what to look at if someone wants to fix it in the maintenance branch.

I can confirm: This is a bug. The nice thing about it is that it works
in the redesign. :-) But that won't make you happy. I've filed a bug in
BugZilla:

I'll have to reactivate my brain to find out what I did in the redesign
to make it work.
