file as it is remembered by fossil)) and fossil mv (to change it).

shows that a delta table exists.
Using “fossil rebuild the_8.3_path_to_the_repository” works.

Currently the only way to access download.html on fossil-scm.org is through
the home page.
Probably editing the HTML header in order to have a download link on every
page could be a good thing.
