One of the problems is that the help given by fossil help isn't
always complete. For example the help for checkin (fossil help ci), doesn't
list the --date-override or --user-override options, even though they appear to
be accepted. The same appears to be the case for the branch command.

I will do (3) then, and just wait for the next release. You are
right that it only shows in some repositories - I was testing with a copy of
the fossil one whilst I got the thing working. My own ones don't have the utime
footer, just the fossil version.

Oops, minor typo there - I meant a QNAP 469L, which uses an Intel Atom

there is a very minor problem in that the footer of generated web pages say:

ERROR: no such command: utime"
e.g. the whole text in red, I would have to reset that with

t to second that! Fossil is a very nice tool for an integrated
project management, and an (optional, to be activated) wiki search engine
would clearly be benefitial for that.
