and debian packages, which was when we had been through some testing

Your permissions are correct.
Can you please try running the utility directly (with the -L option)? You
should see something like this:

I currently have the application installed through the debian package, the
output of 'ls mkschedconf -all' at /usr/lib/fossology is:

The directories 'usr', 'lib' and 'fossology' also belong to root:root and
